Profile

Hands-on solution architect who gets complex legacy systems moving for UK government and large enterprise, using agentic AI delivery to do what was never affordable before. Nearly 30 years in IT, 25+ in the public sector.

I assess ageing, business-critical systems, their technical debt and dependencies, and turn the findings into prioritised, affordable roadmaps that stakeholders can approve and teams can deliver. I move fluidly between senior stakeholders, architecture decisions and hands-on .NET and Azure work, which keeps recommendations realistic. Proven record of turning "too risky to modernise" systems into delivered platforms, including 30+ legacy applications moved to Azure / AWS PaaS on a ~£30m hybrid-cloud transformation, and a modernisation approach that generated £7m+ of new business across seven programmes.

Currently architecting and building, self-funded and with AI agents, a multi-tenant Azure SaaS platform that generates GOV.UK Design System-compliant digital services: pre-launch, built and proven end to end, first demo approaching, no council using it yet.

Professional experience

  1. Mar 2026 – present

    Meladian Consulting

Solution Architect & Principal Engineer (Founder)

Independent consultancy delivering legacy modernisation, greenfield delivery and agentic-AI integration for government and large enterprise.

    • Modernise ageing, business-critical systems onto .NET, Azure and Blazor, de-risked and in deliverable steps rather than big-bang rewrites; rescue and de-risk stalled deliveries with affordable, deliverable roadmaps.
    • Architected and built the Meladian Form Build Service, a self-funded, pre-launch multi-tenant Azure SaaS platform that converts any paper or PDF form into a hosted, GOV.UK Design System-compliant digital service, starting with local councils.
    • Stand up structured human + AI-agent delivery workflows that raise productivity and quality together.
  2. Nov 2025 – Mar 2026

    Accenture

    Consultant, DEFRA account

Transferred with the DEFRA account from IBM.

    • Led knowledge transfer of the modernisation approach, application portfolio and delivery practices to a new offshore team, ensuring continuity of a long-running programme.
  3. 2015 – Nov 2025

    IBM

    Senior Software Engineer, DEFRA account

Consistently operated as architect, lead designer and technical leader, above a senior developer grade; promoted to Band 8 (technical track). Client satisfaction of 9+/10; recognised at IBM Tech 2023, Dubai.

    • Senior developer and lead designer on a ~£30m hybrid-cloud transformation; modernised 30+ legacy applications to Azure / AWS PaaS, achieving a perfect client satisfaction score of 10/10.
    • Devised the account's modernisation method (strangler fig + anti-corruption layer + enterprise design thinking, aligned to GOV.UK / GDS); first to introduce .NET Core, Azure DevOps CI/CD and UI wireframing; delivered the first DEFRA applications on Azure PaaS.
    • Took modernisation designs through the department's design boards and presented to senior civil servants and heads of department alongside the account lead; every approval passed, including a change to departmental policy on GDS use that approved Tailwind CSS for internal systems.
    • Led a £5m+, four-application modernisation; recruited and built a team of 10; all delivered on time, in budget, with zero defects above cosmetic.
    • Took technical leadership of a £750k programme in serious difficulty and drove it to delivery, growing it into ~£1.3m of work that would otherwise have been zero.
    • De-risked the modernisation category with a single live demo (legacy and modern systems running side by side on shared data), overcoming entrenched resistance and seeding a pipeline that delivered £7m+ of new business across seven programmes.
    • Among the first people on a large government account to bring AI agents into live production, using an "agentic delivery" model (guardrails + AI agents within patterns + reviewable Git commits): ~40% productivity uplift plus quality gains.
  4. 2005 – 2015

    IBM

    Software Engineer, DEFRA account

    • First on the account to introduce TFS and automated builds, establishing source-control and build discipline ahead of the norm.
    • Conceived and built an in-house document imaging system replacing a third-party Unix/Oracle solution, saving ~£150k/year and still in production 15+ years later with no significant defects.
    • Designed a message-driven user-registration platform (AngularJS, .NET, SignalR, Windows Services) cutting registration from ~15 minutes to under 1 minute (15× faster) at ~30,000-user scale, removing a domain-admin security exposure by design.
  5. 1999 – 2005

    DEFRA

Systems Analyst / Technical Project Manager

    • Technical lead for an image data-capture system processing up to 100,000 documents per day.
    • Technical project manager for a ~£1m enterprise image-storage platform; expanded access from fewer than 5 terminals to 300+ users site-wide and eliminated overnight batch shift work.
    • Technical project manager for an operating-system and Microsoft Office upgrade rollout to 1,500 users.
  6. 1997 – 1999

    WestCom Cumbria

    Software Developer & Hardware Technician

    • Built a distributed marketing platform linking a head office to three remote sites over 50 miles in the dial-up era (MS Access, VB6, custom sync scheduler); featured in the local press; top marks in the IT diploma project.
